Hi, My name is Henry Choi, a Master of Public Policy candidate at the University of Chicago.
I’m interested in a long-term question: how we can design governance frameworks that can sustain trust and civic inclusion in an AI-mediated world. I’m learning to build quantitative tools to understand how socio-technical systems can become more transparent, accountable, and resilient. I am currently working with Prof. Raul Castro Fernandez on a climate data governance project through the Data Ecology Initiative, examining how dataflows can be structured to enhance transparency and trust.
Before UChicago, I worked in diplomatic operations and legislative offices in South Korea. There, I saw firsthand that governance failure often stemmed not from the absence of institutions, but from their failure to function, leaving key systems vulnerable to misinformation. These experiences led me to ask how data and computation can help institutions regain public legitimacy and better serve communities.
As a researcher, I approach data and algorithms to support decisions people can trust and public communication that stays grounded in evidence.

I currently serve as President of the UChicago Korean Graduate Student Association and help represent graduate students in university committees. Life in Chicago has been dynamic and formative.
I’ve been shaped by new communities, perspectives, and collaborations that continue to expand how I think and work.
I graduated from Stony Brook University with a BA in Economics and lived in New York as an international student from South Korea. Experiencing cultural diversity there has been a central motivation in my personal and intellectual growth.
